program
pursuant

the
Illinois
Environmental
Protection Act
(Act)

The proposal
takes
the
form
of three new codified parts identical in substance to federal
rules
and
amendments to existing Part 700
(R81—22, Orders of
September 16
and
December
3,
1981,

to
adopt the Agency’s proposal
with
only minor editorial changes.
The public
is
invited
to
comment on this
proposaL
Sections 22.4(a)
and
13(c)
allow the Board to adopt this
proposal without resort
to
the procedures of §5 of the Illinois
Administrative Procedure
Act.
The
Board will nonetheless
publish the proposal in the Illinois Register
and
solicit
comments for a period of
45
days after publication.
