    On October 15,
    1981 Sun Oil Company of Pennsylvania filed
    a letter which requests a variance from Board regulations as
    they pertain to vapor recovery systems.
    The Board construes
    the letter as a petition for variance and finds that it is
    wholly insufficient under Rule 401 of Chapter
    1:
    Procedural
    Rules.
    The petition is hereby dismissed with leave to refile.
