    The Board proposes to revise Chapter
    5:
    Agriculture Related
    Pollution to conform with codification regulations adopted by the
    Secretary of State

    The Board proposes to codify existing Parts
    I through IV of
    Chapter 5
    as Parts 501 through 504 of Title
    35, Subtitle E,
    Chapter
    I.
    Old Parts
    I and II have been divided into subparts.
    Existing rules will be numbered as sections.
    Some lengthy rules
    have been divided into several sections and some rearrangement
    has been done.
    A draft copy of Subtitle E, Chapter I is available from the
    Clerk.
    Because the changes are slight and the text lengthy, the
    Board will not set it forth in this Order or print the draft in
    the Opinions.
    The Board will provide notice in the Environmental
    Register of its intent
    to codify old Chapter
    5.
    Copies of the
    draft will be mailed to anyone requesting a copy.
    Persons de-
    siring to comment may do so within forty-five days of the date of
    this Order.
    The Secretary of State’s Rules provide
    a method for codifica-
    tion of rules without substantive changes
    (1 Ill. Admin. Code
    S160.l103).
    The Board proposes to follow this abbreviated pro-
    cedure.
    The Board will at this time submit a copy of the draft
    to the State Library for approval.
    The Board will consider com-
    ments and the State Library’s recommendation prior to adopting
    a declaration that no substantive changes have been made
    (1 Ill.
    Admin. Code §160.1103).
