    Proposed Rule.
    First Notice.
    ORDER OF THE BOARD
    (by J. Anderson):
First notice of the revisions proposed by the Environmental
    Protection Agency
(Agency) to Rules 312 and Rule 405 of Chapter
    2:
Air Pollution, which relate to ozone, appeared in Illinois Register,
    Vol.
    4, No.
    39
    (September
    26,
    1980), pursuant
    to the Board’s Order
    of August
    7,
    1980.
During the course of the merit and economic impact hearings,
    which have recently been completed,
    the Agency also presented
testimony concerning deletion in its entirety of Rule 309, the
    non—methane hydrocarbon standard.
    This amended proposal,
    filed
    with the Board September 15,
    1980, was published
    in the
    Environmental Register #224
    (September 29,
    1980).
    In addition,
at the close of the last hearing,
    the Agency
proposed that the ozone rules be re—drafted to list the 0.12 ppm
as the first and preferred measurement system, with the 235
    micrograms per
    cubic meter as the parenthetical,
    less preferred
    system, in conformance with federal
    listing methods.
The Board accordingly directs that first notice of proposed
deletion of Rule 309 be published,
and that first notice of the
proposed amendments to Rules 312 and 405 be republished,
    in
    the
interests of informing interested parties of all components of
    the R80-11 regulatory proposal,
    No further hearings will be
scheduled, although written comments will be received for 30
days following publication of the first notice.
The Clerk is directed to cause publication of
    first notice ~f
