    ORDER OF THE BOARD
    (by ~J.D.Durnelle):
    On December 16,
    1981 the City of Decatur filed a petition
    requesting a hearing pursuant to Rule 205(j)
    of Chapter
    7:
    Solid Waste.
    The allegations of the petition are inadequate
    to demonstrate that the Board has jurisdiction to consider this
    request in that it is not alleged that a permit has in fact
    been issued.
    Therefore,
    the request is denied and proceedings
    in this matter are hereby dismissed~
    The Board notes that Public Act 82~0682allows for public
    hearings both on the local
    level and before the Illinois
    Environmental Protection Agency on landfill citing questions
    and that petitioners are free to take part in such proceedings.
