    respondents supplemented their motion, and complainants’

    12, and 31).
    In addition,

    31, 1982 complainants moved for leave to file an amended
    complaint instanter.
    This action has clearly gotten ahead of itself.
    The Board
    hereby determines
    that this matter

    frivolous,
    and accepts the amended complaint of March
    31, 1982.
