On July
14,
1982 Complainants filed a Formal Complaint with
the Board alleging that the condition of 14th Street, presumably
in the City of Centralia, was creating fugitive dust and related
environmental problems.
Complainants failed to explain how and
to what extent the Respondent was alleged to be in violation of
the Environmental Protection Act or Board Rules and Regulations.
Furthermore, Complainants did not comply with Board Procedural
Rule 305; no proof of service was filed with the Clerk of this
Board.
Therefore,
the matter is dismissed.
The Complaint filed
will be forwarded to the Environmental Protection Agency as
an
informal complaint,
for further investigation.
