published in the Illinois Register for First Notice, pursuant to

Section 5.01(a)

of the Administrative Procedure Act,

as the

proposal

for a final rulemaking on this subject, as required by

Section 9.3(c) of the Environmental Protection Act.

Hearings on

this matter shall be scheduled to take place in September, 1982.
