This matter comes before the Board upon the December

of a letter written by Lewis University to the Illinois

Environmental Protection Agency and forwarded by them, which the

Board construes as a petition for variance from the operator

certification requirements of the Board’s Water Pollution Rules.

That petition is wholly deficient under Sections 104.121-

104.124 of the Board’s Procedural Rules.

Unless Lewis University

files an amended petition in conformity with those rules within

45 days of the date of this Order,

the petition will be subject

to dismissal.

The Clerk is hereby directed to enclose a copy of the Board’s

Procedural

Rules with this Order when it

is sent to Lewi~jUniversity.
