Agency (Agency) responded on November 29,

1982 opposing the

stay of any part of that Order.

Given the seriousness of the

violations found

in this proceeding and for the reasons stated

by the Agency, Respondents’ motion

is denied, except as to the

penalty which is hereby stayed.
