ORDER OF THE BOARD (by E.Z. Kezelis):
This matter was referred to the Board by the hearing officer for consideration of
complainants’ request to dismiss Anna Kozarzewski and Mildred Owen from the list of
complainants in this matter and to assess the status of service of the complaint on all
    respondents.
On July 1, 1999, the hearing officer engaged in a telephonic conference with Marcella
Graf, the designated “lead” complainant, to determine whether all listed complainants intended
to pursue this enforcement action against respondents and to assess the progress made by
complainants in achieving service of the complaint on all respondents. At that time, the
complainants requested the removal of two complainants, Anna Kozarzewski and Mildred
Owen, from this matter. As the complainants are
    pro se,
the Board will deem this request as a
motion to dismiss Anna Kozarzewski and Mildred Owen from this matter. The Board grants
the motion to dismiss Anna Kozarzewski and Mildred Owen as complainants.
The status of complainants’ service of the complaint on respondent, Valiquet, Inc.
(Valiquet) was also discussed during the status conference. To date, complainants have not
successfully achieved service of the complaint on Valiquet. The Board orders complainants to
perfect service of the complaint on Valiquet, within 30 days of the date of this order. If
complainants are unable to achieve service of the complaint on Valiquet within 30 days of the
date of this order, the Board may dismiss Valiquet without prejudice. All future Board and
hearing officer orders shall reflect today’s order of the Board by removing complainants, Anna
Kozarzewski and Mildred Owen, from the caption.

    IT IS SO ORDERED.
I, Dorothy M. Gunn, Clerk of the Illinois Pollution Control Board, hereby certify that
the above order was adopted on the 22nd day of July 1999 by a vote of 5-0.
    Dorothy M. Gunn, Clerk
    Illinois Pollution Control Board
