INTERIM ORDER OF THE BOARD

This NPDES permit appeal involves application of the
water quality standards or anti-dilution rule to ponds
formed by damming a waterway adjacent to the plant property
south of Clinton
(35 Ill.
Adin.
Code 302 or 304.102).
Petitioner’s witness testified that the drainage area upstream
of the plant was 5000 acres and that the average flow was
384,500 gallons per day
(R.
22,
24).
However, the topographi-
cal map shows a drainage area of less than 640 acres
(Ex.
7).
Furthermore,
the average flow expected from 5000 acres would
be about 5.6 MGD, based on
30 inches annual rainfall and 50
runoff.
The Board asks the parties to supplement the record
with additional information on the size of the watershed.
The Board
asks
the parties to pLovide current infor-
mation on Petitioner’s legal status and the ownership of the
facility in question.
Petitioner is requested to provide the above information
to the Board within 21 days from the date of this Order.
