    On June 30,
    1982 the Illinois Environmental Protection
    Agency
    filed a proposal to amend Chapter 2:
    Air Pollution,
    Rule 205.
    The Agency is proposing regulations
    to control volatile organic
    material emissions from five additional categories of stationary
    sources; amend existing Rule 205(n);
    and amend existing Rule
    205(f),
    further modifying the general rule for controlling
    organic material emissions.
    This last amendment is commonly
    referred to as the “generic rule.”
    Since the proposal was filed,
    four merit hearings have been
    held.
    It has become evident that the proposed generic rule would
    expand the current definition of volatile organic materials.
    Thus, the sources affected by such a rule,
    the feasibility of
    controlling these additional
    materials, and the amount of emissions
    involved are difficult to specify or quantify.
    Before such a rule
    could be adopted,
    this information must be provided and discussed
    on the record.
    It is perceived that the time necessary to compile
    this documentation may delay the remainder of this rulemaking.
    Furthermore, the ramifications of such a generic rule could be
    as far reaching as the other proposed amendments combined.
    Thus, the issue of the generic rule can be properly considered
    apart from the remainder of the Agency’s proposal.
    To assure prompt consideration of the remainder and ample
    time and consideration of the generic
    rule,
    two dockets are
    established.
    Docket A shall consist of the proposed amendments
    to existing Rule 205(n)
    and those proposed to regulate five
    categories of stationary sources; Docket B shall consist of the
    proposed amendments concerning the generic rule.
