I believe that variance should not have been granted beyond

January

1, 1983.

Petitioner requested variance only until that

date, and presented hardship allegations to support the grant of

that requested short—term variance.

I do not believe that the

record supports the Board’s grant, on its own motion, of variance

for an additional year.
