    On August 18,
    1983, the Illinois Environmental Protection
    Agency (Agency)
    filed
    its
    Recommendation
    that
    the
    requested
    variance
    be denied because insufficient information as to environ-
    mental impact
    and
    hardship factors was submitted.
    Subsequently,
    in
    letters
    to
    the
    Agency
    dated
    October
    14,
    1983
    and October
    17,
    1983,
    additional
    information
    was
    provided.
    On November 14, 1983, the Petitioners filed a Second Amended
    Petition for Variance with the Board.
    Because time is of
    the
    essence in this case,
    the
    Board will,
    on its own motion, expedite this proceeding.
    Accordingly, the Agency shall, within 10 days of
    the
    date
    of
    this
    Order,
    file
    its
    response,
    if
    any,
    to
    the
    Second
    Amended
    Petition for Variance.
