My main reason for concurring
in
this
provisional variance
grant
is the conclusory nature
of
the environmental
impact
as
presented by the Agency~
The BOD discharges
are
being icreased
by 150
in this variance (from 20
mg/I to 50
mg/I)
into the
Illinois River
just upstream of the
LaGrange
PooL
This
portion
of the Illinois River has long had
low dissolved oxygen 1evels~
Yet we have here only a conclusory statement about environmental
impact with no showing that the
dissolved oxygen problem has even
been specifically studied~
I agree with Board Member Joan Anderson that the instant
petition
is deficient on its face since an initial 45~day
period
is all
that
is
contemplated
by
the
statute~
The
conventional
variance route with expedited
consideration,
if
necessary,
should
have been used
in this case~
