    On October 11,
    1983 Quaker moved to strike the Agency~s
    Recommendation, alleging that it does not contain Agency cost
    estimates
    in accordance with Section 104.180(a) (4)
    of the Board’s
    Procedural Rules.
    The Agency filed a Response
    in Opposition on
    October 20,
    1983.
    The motion to strike is denied0
    At the scheduled November 16
    hearing it
    is suggested that the Agency comment upon the cost
    figures cited by Quaker for a granulated carbon absorption system,
    and present any information it may have concerning the costs of an
    activated sludge treatment system.
    it
    is further suggested that
    Quaker, either at hearing
    or by way of amended petition, comment
    on the various compliance methods reported by the Agency in its
    Recommendation to be in use by other members of the paperboard
    industry and/or further discuss its reasons
    for commitment to its
    tertiary treatment system.
