    ORDER OF THE BOARD
    (by
    D. Anderson):
    On July 5,
    1983 Waste Management of Illinois, Inc.
    filed a motion to reopen hearings for purposes of presenting
    evidence concerning the trace
    level rule and concentration
    exemptions of the proposal.
    Included with the motion was
    a
    set of exhibits.
    On July 14,
    :L983 the Board extended the
    comment period and reserved ruling on the motion to reopen
    hearings.
    On August 4,
    1983 Waste Management
    filed
    what it
    calls an “offer of proof” listing the names and qualifica-
    tions of the witnesses it proposes to present at such a
    hearing.
    Waste Management has asked that the hearings be set
    more than 90 days after the date of this Order.
    The Board
    cannot postpone completion of this rulemaking for this
    length of time.
    The Board directs that the hearings be
    commenced within
    45 days of the date of this Order, and
    completed as expeditiously as is practicable.
    The Board notes that the Illinois Manufacturers’ Associ-
    ation has referenced the General Assembly’s passage of
    H,B.
    1054 which would prohibit the landfilling of all liquid
    hazardous wastes as of July
    1,
    1984.
    The scope of this
    rulemaking is broader than that of this bill,
    if signed,
    to
    the extent that both liquid or solid chlorinated solvents
    would be banned.
