This petition, filed August
5,
1983 is generally deficient,
lacking much of the information required by Section 104.121 of
the Board’s Procedural Rules.
More specifically, the petition
fails to address the questions of arbitrary or unreasonable
hardship, compliance alternatives,
and environmental
impact.
In addition, the Bank has failed to request hearing, or to
waive
it and submit an affidavit as required by Section
104.122.
Finally, the County of DuPage,
which is
a necessary
party to this action as owner of the sewer system and treatment
plant here at issue,
has not been joined either as a party
petitioner or respondent,
and has not been served with a copy
of the complaint as required in Section
103,124.
If an amended petition curing all of these noted
deficiencies is not filed within
45
days of the date of this
Order, the petition will be subject to dismissal,
