    On January
    8, 1981 the Board opened this docket for the
    purpose of codification of Chapter
    2:
    Air Pollution pursuant
    to Section 7 of the Administrative Procedure Act.
    The Board
    intends to codify the rules by way of the procedures for
    codification without substantive change.
    However, prior to
    adoption of the codified rules the Board will make them
    available to the public during an informal comment period.
    Public comments will be accepted through September
