    ORDER OF THE BOARD (by J, D. Dumelle):
    This matter comes before the Board upon a motion to contest
    rulings of the hearing officer concerning the issuance of
    subpoenae to two Kane County Board Members and an emergency
    motion to admit evidence filed on February 21, 1984 on behalf of
    the Kane County Board, and the Township of St. Charles and
    the Kane County Defenders, respectively. The Defenders and
    the Township filed a response in opposition to the County
    Board motion on February 22, 1984.
