requests
a variance from old Rule
206
(a)
of Chapter
2.
The petition is generally deficient in a number of respects,
failing
to contain most of the information required by 35 Ill. Mm.
Code
104.121.
The petition assumes the Board has access to Agency
permit applications;
the Board does not, and is therefore unsure
of cornpany’s
location,
what
type
of operation it is, air quality
of the region,
etc.
The petition contains no program for bringing
the boilers into compliance within the statutory
5 year variance
maximum period

if
a
permanent 700 pm limit is desired, the
request should have been for a site—specific rule change.
The
petition also fails to request hearing,
or to waive it and provide
an affidavit in support of the facts alleged,
as required by 35
