    the
    Board proposed to adopt a new rule,

    Code 304.206.
    First notice of this proposal was published at

    14, 1983,
    the first notice comment period therefore
    ending December
    28,
    1983.
    The Administrative Code Unit submitted
    a comment on November 21,
    1983,
    concerning Illinois Register
    first notice format and noting
    a typographical error in the rule.
    The Agency submitted a comment on January
    3,
    1984,
    which
    late
    submittal
    is accepted
    in light of usual holiday—related problems.
    The thrust of the Agency~scomment
    is that it “has no
    objection
    to the rule proposed by the Board
    fbutj

    concerned
    with the sweeping language of the Board’s resolution
    of the
    Agency’s earlier comments
    tin the Board’s Proposed Opinion of
    October
    6,
    1983~

    In the interests of administrative
    economy, the Board will defer consideration of any amendment of
    its Proposed Opinion until adoption of a Final Opinion and Order
    in this matter.
