My concurrence is based upon the excessive length of the
variance grant.
Instead of
a five year period
I would have
made
it three years.
The Board Opinion contains
a great many intermediate
checkpoint dates
for submission of reports and studies, etc.
A shorter period would enable Board review after three years
to determine if these dates were,
in fact,
met,
A second reason
for a shorter period of variance grant
is that the Agency~scomprehensive water basin studies for this
area might be then available and could provide additional
guidance to the Board,
