a)
 A permittee shall notify the Agency
 in writing by
certified mail within thirty days of any of the
following:
1)
 Abandonment;
 or
2)
 Cessation
 or
 suspension

 mining
for thirty days or more unless caused by
a labor dispute.

 During cessation or suspension of active mining,
whether caused by a labor dispute or not,
 the
permittee shall provide whatever interim impound-
ment,
 drainage diversion and wastewater treatment
is necessary to avoid violations of the Act or
