    My reason fec concurring is that the alternative of using
    ~i
    portable power source (i.e. skid—mounted,
    etc.)
    seems not to
    have
    been examined.
    Since the wet well and interceptor sewer have a one hour
    ~iolding capacity, the system could have been pumped down,
    d.sconnected for up to an hour from the portable power supply
    while the new hookup occurred and then restarted with no by-
    passing at all tD
    the
    Mississippi River.
    The environmental effect of the instant provisional variance
    qrant is admittedly minimal. But an examination of the portable
    power supply alternative might have made that effect non-existent.
