    matter comes before the Board upon

    complaint filed by Henry Randolph.
    On August 22,
    1984,
    Mr.
    Randolf contacted the Board, stating that he wished the complaint
    to be treated as an “informal” rather than ~formal” complaint.
    The Board will, therefore,
    dismiss this matter.
    The Clerk
    is
    directed
    to forward a copy of the complaint, accompanied by this
    Order,
    to
    the Illinois Environmental Protection Agency (Agency)
    for
    review and investigation.
    If Mr. Randolph
    is not satisfied
    with
    the efforts of the Agency in this matter,
    he may file his
    complaint as a formal complaint.
