    on their request for variance,
    That motion is granted.
    However,

    Board frowns on indefinite stays
    in matters with a
    statutory deadline, Union is hereby ordered to provide a status
    report not later than December
    1,
    1984.
    That status report
    should contain the then relevant due date for a Board decision
    and what action,
    if any,
    that is being requested of the Board.
