CONCURRING OPINION

It does not seem reasonable for the Board to impose a
restriction on West Dundee prohibiting non-residential water
hook~-upsof 1,000 gallons per month or more.
This restriction
will prevent the opening of even small establishments which
deal with food or have heavy walk in business.
The level of
barium in the water supply, though high, does not warrant this
action for the short period this variance will be in force.
This should not, however, be construed as condoning West
Dunde&s failure to provide low barium water to as many residents
as possible when it had the means to do so.
