My reason for concurring
is that
I

The Board has granted
a three-year variance until September 1,
1987.
It makes
rio sense to me to require a permit ~~a~jon
by December 31,
1984 for a $30,000 project that can probably
be installed in a few months,
Villa Grove Farmers Elevator Company will probably have to
get detailed bids and specifications from a supplier in order
to have a permit application prepared that will be acceptable
to the Agency.
A contract will probably have to be signed.
By statute,
the Agency will have to act upon the permit
within
90 days.
After this is done, the permit will then lie dor~nant
through 1985 and 1986 and will really not be needed until
about
June
1987,
In
those intervening three years
lower cost methods may
be
developed or competition may cut the costs to the Company.
Yet by signing contracts now in order to submit the permit
application the Company will not be able to use improved or
cheaper methods.
