    ORDER OF TEE BOARD (by 7. 0. Dumelle):
    This matter comes before the Board upon a May 21, 1984
    petition for variance filed on behalf of the City of O’Fallon.
    That petition is deficient in the following respects:
    1. The average annual effluent discharge concentrations
    are given as 24 mg/l BOD and 36 mg/l SB compared to
    design specifications of 10/12, respectively. What
    is causing the high discharge levels? Does
    it
    have
    anything to do with the operation of the plant?
    2. Variance is requested for one year for the present
    operator “to refresh himself
    and to pass the examination
    for Class I Operator.” When will he be eligible to
    take the exam and when
    are the exams given? Does he
    meet all requirements other than passiny the exam?
    3. How much would it cost to come into compliance by
    hiring a Class I operator on either a part time
    or full time basis?

    What facts support the conclusion that there
    has
    been,
    and will be, no environmental harm?
    Unless the City files an amended petition within 45 days
    of the date of this Order curing the above-noted deficiencies,
    the petition will be subject to dismissal.
