    These three actions

    citizen alits relating to the same
    alleged failure to issue boil orders following water pres~ire
    drops at
    a piblic water
    supply.

    1984,
    PCB 84—521 was filed October
    5,
    1984,
    and
    PCB 84—153 was
    filed October
    4,
    1984.
    The Board
    finds that the complaints
    are
    not
    frivolous.
    While the Board
    could
    find
    that PCB 84—152
    and
    PCB 84—153 are
    “duplicitous’~of the complaint in PC8 84—149,
    the Board believes
    the better course is to consolidate the actions, which it hereby
    does on its own motion.
    The matter will be set for hearing.

    The Board suggests that the complainants may wish to
    designate a ~iead person’
    for p.irposes of presenting this case at
    hearing;
    this is not required, however.
