 supply.

 1984.
The Board
 finds that the complaints
 are
 not
 frivolous.
While the Board
could
 find
 that PCB 84—152
 and
 PCB 84—153 are
“duplicitous’~of the complaint in PC8 84—149,
 the Board believes
the better course is to consolidate the actions, which it hereby
does on its own motion.
 The matter will be set for hearing.
