    in retaining Mr. Hess on a contractual
    basis
    is not
    specifically detailed.
    The petition does not contain an
    assessment of the environmental
    impact of grant
    of variance

    is the current quality of the effluent
    discharged into the
    (unidentified) receiving stream?
