    This
    matter comes before the Board upon
    a December 21,
    1984
    petition
    for
    modification of
    35
    Ill, Adm. Code 212.451 to
    establish
    particulate
    emissions for
    Republic Steel Corporation’s Hot
    Scarf
    in~
    Machines located at
    its Chicago Works plant.
    That petition
    fails
    to include the 200 signatures required by
    35 Iii. Adm. Code
    l02.12I(a)~However,
    the Board hereby waives that requirement and
    authorizes this matter for
    hearing.
    The Board notes
    that the proposed language appears to be
    written in a manner
    which would have statewide applicability
    despite the fact that
    site—specific
    relief
    is purportedly being
    sought~ This is apparently based upon Republic’s belief
    that
    its
    facility is the only facility in the state
    to which the regulation
    would apply.
    However,
    the
    Board notes that the hearing require~
    ments for site~specificand
    for
    statewide
    regulations differ and
    encourages Republic to clarify its intent
    in this regard.
