This matter comes before

the Board upon a March

6,

1985,

proposal for site—specific suspended solids limitations

applicable

to the ash pond system of Central Illinois Light

Company (CILCO) at its E.D. Edwards Station.

That proposal

is

not

accompanied by

a petition containing 200

signatures as

required by 35

Ill. Adm. Code 102.121(a).

However, the Board

hereby waives that requirement and authorizes

the proposal

for

hearing.

The Board

notes that the petition does not discuss the

applicability of

35 Ill.

Adm. Code 304.103 regarding background

concentrations nor does

it discuss the possible use of silt

curtains suspended from the booms

to reduce

the suspended solids

discharges.

The Board

requests that these matters

be addressed

at hearing.
