    Stipulation to Certain Facts and Agreement for Conduct of
    Engineering Study, wherein the Agency agreed
    to delay prosec~it~.o;~
    of this action pending the outcome of an engineering study
    performed by an independent engineering firm retained by
    Marathon.
    By the terms of the stipulation,
    the study was to be
    completed “on

    31,
    1984,
    or within six months
    after Board ap~ )val of this stipulation,
    which ever occurs
    first.”
    There
    ~s been no activity in this matter since the
    filing of this

    If
    no hearing
    is scheduled within 30
