    Pursuant to a joint request by the parties for an extension of the 35-day appeal period
    of an Illinois Environmental Protection Agency determination (see 415 ILCS 5/40 (a)(1)
    (1996)), the Board reserved docket PCB 99-101 for any petition filed by petitioner in this
    matter.
    Because petitioner has failed to file an appeal within the requisite timeframe as ordered
    by the Board on
