I concur with

in this Opinion and Orier.

this Board may enforce all of
the conditions
of
this order
even though the violations were not pleaded
in the
petition.
Cornbelt stated
in
the
stipulation that they would
remedy potential violations of
the Act at several locations
throughout
the
State by performing certain actions.
They arc
in
the
nature
of a volunteer
and consented
to perform certain
ui~aauresto improve
the environment of
the State
of Illinois.
Even
tf
the Board does
not have authority to enforce
all
of the
conditions
of
the stipulation, violations
of
this stipulation ar~
enforceable
in Circuit Court by the EPA as
a
Breach
of
Contract.
