On August 20, 1985, the Illinois State Chamber of Commerce
(“15CC”) filed a “Motion to Reconsider Decision”, presumably
today’s decision to proceed to Final Notice in the above—
captioned matter, The motion is denied.
The basis for this motion is “new information” on the costs
of compliance in attainment areas for synthetic organic
chemic~~1
and polymer manufacturing (SOCPM) plants. These cost figures
were presented to the Board during First Notice in Public
Comment
59. Additionally, the ISCC motion asserts that fewer faci1itier~
are located in attainment counties than were originally
aniticipated. Therefore, fewer would be regulated under
the
SOCPM rules. While this may “reduce benefits”, it also reduces
overall costs of compliance. The Board notes that facts showin~j
individualized hardship may be useful in a proceeding for
variance or site—specific relief from the rules in question,
