    Pursuant to Section 9.1 of the Environmental Protection Act,
    the Board
    is tequired
    to adopt amendments
    “in substance
    identical”
    to the federal NSPS amendments.
    The Board
    will do so
    through incorporation by reference of
    the federal amendment as
    a peremptory amendment.
    ORDER
    The Board
    hereby adopts
