I
concur with my colleagues
in
the order
of disposition of
this case,
but
it seems
to me
that
8 hours
is too long
a period
of time to arrive at the conclusion
that constructing
a by—pass
of Bangs Lake
is
the solution of the Wauconda municipal sewage
treatment plant problems.
I doubt
if this variance relief from
the effluent limitation pertaining
to phosphorus will win any
engineering design awards.
