the Board~saction regarding Special Condition No.
9,
since
it
is appropriate
for the Agency
to require that
it have

However,
I am concerned by what appears
to be
a “back—end”
action,
in that the Agency appears
to have first enunciated
its
filing requirement
by way of
an add—on permit condition.
In
any
event,
this approach does
not appear
to be consistent with the
permitting review process.

I concur.
