    INTERIM ORDER
    ORDER OF THE BOARD

    This
    is
    a joint combined sewer overflow
    (CSO)
    petition by
    the City of Peoria (Peoria)
    and the Illinois Environmental
    Protection Agency
    (Agency).
    Peoria’s compliance plan presented
    at the hearing
    allows for
    the discharge of
    floatables at eleven downstream CSO discharges
    (Exh.
    4).
    Peoria’s witness
    testified that floatables
    control
    at
    these outfalls was rejected because
    of cost.
    (R.
    35).
    Exhibit
    4
    includes discussion of options
    for controlling floatables
    at
    these locations.
    Prior
    to decision the board would like to have an assessment
    and cost estimate
    for controlling floatables at these eleven
    downstream outfalls,
    at least up
    to the 25—year flood
    stage.
    The
    feasibility of
    using
    swirl concentrators for this purpose should
    be examined.
    In addition, the Board requests comment
    upon the impact of
    an order
    requiring
    (a)
    a prohibition of any new connections
    of
    residential downspouts
    to sewers carrying sanitary waste,
    (b)
    that all new buildings have separate sanitary and storm
    connections,
    and
    (c)
    that separate storm and sanitary sewers be
    constructed
    to the extent feasible when streets
    are reconstructed
    and when area redevelopment occurs.
    Such comments shall
    be filed with the Board
    and the Agency
    by Peoria by March
    28, 1986.
    The Agency may comment on this
    material through April
    4,
    1986.
