    On February 4,
    1986,
    the Illinois Environmental Protection
    Agency filed with the Board
    “A Plan
    for Protecting Illinois
    Groundwater”
    (“Plan”).
    The Plan was submitted in accordance with
    the legislative mandate of
    P.
    A.
    83—1268,
    now codified as Section
    13.1 of
    the Environmental Protection Act.
    This legislation
    provides
    in part:
    “Section 13.1
    a.
    The Department of Energy and Natural Resources,
    in cooperation with the Environmental Protection
    Agency and the Department of Public Health,
    shall complete a study of groundwater quality in
    Illinois....
    b.
    The Agency shall establish
    a Statewide
    groundwater monitoring network....
    c.
    By January
    1,
    1986,
    the Agency shall formulate
    a
    groundwater protection plan.
    Such plan shall
    identify critical groundwaters that have been or
    are particularly susceptible
    to contamination by
    hazardous substances
    and probable sources of
    such contamination,
    and shall recommend the
    steps
    be taken
    to prevent the degradation of the
    water quality of such areas.
    Such plan may also
    recommend the establishment of a system of
    classifying groundwaters based on their quality
    and use and for
    the establishment of groundwater
    quality standards....The Agency shall report on
    its plan to
    the Governor, the General Assembly
    and the Pollution Control Board,
    along with
    recommendations for any legislation,
    regulations
    or administrative changes necessary to implement
    the groundwater protection plan.
    d.
    Following the completion of the groundwater
    quality study and
    the groundwater protection
    plan,
    the Pollution Control Board shall conduct
    public hearings on the results and
    recommendations as provided
    in Title VII of this
    Act.
    Upon conclusion of such hearings,
    the
    Board
    shall publish its findings and conclusions

    on the areas
    covered by the study and
    the plan
    and the testimony received.”
    This docket
    is therefore opened
    for the purpose of Board
    implementation of Section 13.1(d).
    Hearings will
    be scheduled as
    expeditiously as
    is practicable.
