    My reasons for concurring in this proceeding are the extreme
    haste
    in which
    the decision was
    reached and the expressed concern
    about erosion of the bluffs.
    The instant case was filed with the Board on April
    22.
    I
    was
    in Springfield, Illinois for
    a long scheduled opening talk at
    a professional conference.
    Consequently
    I had only April
    23
    to
    look at the materials
    along with all other
    late filings for the
    Board meeting of April
    24.
    The Pollution Control Board’s long-standing practice
    of
    discussion
    of
    a case at a Board meeting and decision two weeks
    later
    is
    a good one.
    It could not
    be followed here because of
    the bond sale scheduled
    for May
    5 by the City of Lake
    Forest..
    Concerned citizens had two professional oceanographers
    scheduled to inspect the shoreline April
    26—27.
    Their reports
    would
    have been of great interest
    to me.
    I voted
    for the
    amendment
    to hold the matter for
    those
    and other
    comments but
    it
    lost on
    a
    3—3 vote.
    I
    do not agree with the majority
    that the Board does not
    have authority over projects which may increase erosion.
    Increased erosion means
    that
    shoreline bluffs will collapse into
    Lake Michigan.
    These bluffs contain soil which
    the Board
    itself
    would not allow as
    fill.
    Why then should the Board not be
    concerned about increased and perhaps avoidable erosion?
    Having lost the attempt
    to gain more time for consideration
    I concurred in the issuance
    of the permit.
    The City of Lake
    Forest has committed itself to shore monitoring and to mitigation
    measures,
    if necessary.
    it has competent consultants.
    The
    concerned citizens also have adequate technical assistance.
    The
    final outcome should
    be acceptable to all while protecting Lake
    Michigan
