    FIRST NOTICE.
    PROPOSED ORDER OF THE BOARD

    This matter comes before
    the Board upon the January 27,
    1982, petition
    to adopt regulations concerning
    radiation hazards
    filed on behalf of the Department of Nuclear Safety
    (DNS) by the
    Attorney General’s Office.
    The Board adopted
    a Proposed
    Rule/First Notice Order on January 24, 1985,
    which was published
    at
    9 Illinois Register 6569 on May 10,
    1985,
    and
    a Proposed
    Rule/Second Notice Order on July 19,
    1985.
    The Joint Committee
    on Administrative Rules
    (JCAR)
    received second notice
    on August
    12, 1985,
    and considered
    it at its September
    19,
    1985, meeting at
    which time
    it objected
    to the rulemaking.
    In
    its final
    order
    dated October
    24, 1985,
    the Board made
    some changes based on
    JCAR’s comments and objection, but refused
    to make other
    recommended changes.
    The notice
    of adopted rule appeared at
    9
    Ill. Reg.
    19391
    on December
    13,
    1985.
    On March
    18, 1985,
    the Director of DNS, Terry
    R.
    Lash,
    notified
    the Board
    that in its January 24,
    1985 First Notice
    Order,” wherever the published rules
    refer
    to ‘pico curies per
    milliliter
    ‘(pCi/inl)’,
    they should be corrected by referring
    to
    ‘micro curies per milliliter ~iCi/ml)’.
    This error occurs
    in the
    tables
    in Appendix A
    concentrations
    in Air Above Natural
    Background’
    and again
    in 3.C.”.
    The Board intended to correct
    this error by Order
    of April 18,
    1985, wherein the Board ordered
    that those changes be made to the First Notice Order.
    Unfortunately,
    the error was not corrected
    in the Board’s Final
    Order.
    Also,
    a typographical error was inadvertently overlooked
    in the Board’s Final Order.
    In Section 1000.201: Definitions,
    in
    the definition
    “Rem”,
    the word
    “Thermari” appears
    in the table
    within
    the definition;
    the correct word
    is “Thermal”.
    The Board had hoped
    to simply file replacement pages to
    correct these two errors
    ‘in the rules but has been informed by
    the Secretary of States’ Office that
    in order
    to make these
    changes,
    the Board must proceed through First
    and Second Notice
    prior
    to final adoption prior
    to filing these corrections.
    The
    Board will,
    therefore, open
    a new docket
    (R82—2, Docket
    B) which
    will incorporate the entire record of the R82—2 proceeding.
    In
    so doing,
    the Board believes that
    it has fully complied with the

    regulatory requirements under
    the Environmental Protection Act
    and that no additional hearings or an Economic Impact Study are
    required since these amendments are merely technical
    corrections.
    Accordingly, the Board proposes for First Notice
    to
    amend the
    rules
    as filed
    in this proceeding
    to correct the
    following mistakes:
    1)
    in Section 1000.201: Definitions,
    the word
    “Therman” which appears
    in the table within the definition of
    “Rem” will
    be changed
    to “Thermal”;
    2)
    anywhere
    in the rules
    where “pCi/ml” appears,
    “pCi/ml” will be substituted
    in
    its
    place.
