    ORDER OF THE BOARD (by B. Forcade):
    This matter comes before the Board upon two motions filed by
    citizens interested in the outcome of this case, each requesting
    that the July 18, 1986, deadline established by the Hearing
    Officer for submission of comments be extended.
    First, the Board notes that the Hearing Officer was correct
    in establishing a short, strict timetable for the submission of
    comments in this matter. The Board, itself, faces a very
    difficult task in adjudicating a petition for variance within the
    90—day limit of 35 Ill. Adm. code 104.220, and much appreciates
    efforts by its Hearing Officer which allow the Board to have as
    much time as practicable to consider the fully developed record.
    Nevertheless, the Board finds that in order to ensure that
    the record in this matter is developed fully, additional time for
    submission of comments is desirable. There has been an extremely
    large amount of citizen interest in this case; the Hearing
    Officer estimated that approximately 200 persons attended the
    July 11, 1986, hearing. The Board desires to make all reasonable
    efforts to ensure that interested persons have an opportunity to
    make their concerns heard. Furthermore, an additional comment
    period is all the more possible now, as Petitioner has waived its
    right to a decision in this matter up to and including August 28,
    1986.
    Therefore, comments for the record in this proceeding will
    be accepted at the Board’s Chicago offices until 4:30 p.m.,
    August 11, 1986.
