On July 28, 1986,
the Illinois Department of Transportation
(NIDOTII) filed
a request for Board concurrence on an IDOT
permit.
That request
is deficient
in the following areas:
1.
The request fails to clearly identify the quantity and
type of material
to be placed
in Lake Michigan;
a)
The July 22,
1986,
letter from Warzyn Engineering
describes
9300 cubic yards
of “coarse beach
material”;
b)
The April
15, 1986,
permit application describes
7000 cubic yards of birds—eye sand and 7200 tons of
stone and sand;
and
c)
The May 16,
1986,
Illinois Environmental Protection
Agency 401 water quality certification only
approves 2000 cubic yards of sands;
The Board
is unable
to determine from this information
the
exact quantity and identity of material
involved and whether
that material has been reviewed and certified by the Illinois
Environmental Protection Agency,
and
2.
The request fails to identify the source and possible
levels of contamination
for
the materials in question.
Unless an amended request
is filed within
45 days of today’s
Order, this matter will
be subject
to dismissal.
