ORDER OF THE BOARD (by 3. D. Dumelle):

This matter comes before the Board upon a notice of

withdrawal of petition to appeal filed on May 19, 1986, on behalf

of the Central Illinois Public Service Company (CIPS). CIPS

submits that such a notice is sufficient to terminate the

proceeding, but requests that an order be entered if the Board

disagrees. The Board does disagree, construes the notice as a

motion to withdraw, and hereby grants that motion. This

proceeding is dismissed based upon that withdrawal and not upon

the substantive issues presented by the petition.
