On December 30, 1986, General Tire, Inc. submitted a
petition for variance. That petition is deficient in that:
    a) It fails to explain the rationale for
extending compliance with 35 Ill. Adm.
    Code Sections 215.462 and 215.465(b)
until December 31, 1991, when the
compliance option has not yet been
    selected; and
    b) It fails to contain a statement on
consistency with federal law as required
by 35 Ill. Adm. Code Section 104.122(a).
Unless an amended petition is filed within 45 days curing
the above—noted defects, this matter will be subject to
    dismissal.
